updated backend ANDS registry software to r19. new codebase utilized
upgraded solr to v5.4.0. created 2 solr cores to store index data. migrated old index to new solr
upgrade harvester
introduced taskmanager that runs in the background executing taks so that the harvesting/indexing process is improved
implemented new rest API functions. currentl functions available are

-search by abbreviated facility name
